Topic Area A: Natural Disaster Risk Reduction

The country of North Korea understand the necessity of Natural Disaster risk reduction, Crisis prevention, and even to building resilient communities and work towards minimizing the economic, infrastructural, and social structure Post-disaster. North Korea is incredibly vulnerable to natural disaster, A North Korean land management official acknowledged that widespread deforestation and a lack of basic infrastructure had made the country vulnerable to the typhoons and storms that batter the peninsula each year. The UN said two-thirds of the country's 24 million people are coping with chronic food shortages. The UN report said torrential rains caused severe damage to homes, public buildings, infrastructure and farms, affecting maize, soybean and rice fields.

The Democratic People Republic Of Korea (DPRK) Red Cross disaster management program was set up to reduce the risk of natural disaster and to help communities protect themselves and over-come the effects of disasters. The Flooding, which occurred on the heels of a severe drought, renewed concern about North Korea’s ability to feed its people. In June 2012, the UN said two-thirds of the country’s million people are coping with chronic food storages.  Thousands have been left without clean water, electricity and access to food and other supplies. That leads to a risk of waterborne and respiratory diseases and malnutrition.
North Korea believes there are two points that need to be focused extensively. Firstly, disaster management planning and organizational preparedness, this includes the ability to predict and plan for disasters in order to mitigate their impact on vulnerable communities, and to respond to and effectively cope with their consequences. Secondly, Disaster response and recovery, this includes improving the disaster response capacity to meet the immediate needs of people affected by disasters, and improving the capacity to restore or improve pre-disaster living conditions and reduce the risk of future disasters.

North Korea believes that is recognizing the goal of the United Nation Developed Program (UNDP): to strengthen development gains in post-crisis countries by helping governments respond to disasters and mitigate the risk they pose.  Enhanced coordination among different organization and government bodies to ensuring disaster risk reduction (DRR) is applied to climate change adaptation, increasing investment for DRR, building disaster resilient cities, schools and hospitals, and strengthening the international system for DRR.

In order to diminishing disaster hazard, lessening vulnerabilities, moderating calamity
Affects and enhancing reactions to anticipated disasters it’s become imperative to the whole countries to assist the North Korea to play along on handling natural disaster and lessens Disaster Risk, improper improvement decisions can additionally worsen vulnerabilities.

Topic Area B: MDG 8: Developing a Global Partnership for Development

The country of North Korea Understand the Necessity to enhance the base human need such as food production, rural energy development, disaster preparedness, and socio-economic development to the whole society of Democratic People Republic of Korea (DPRK). UNDP said, the gross domestic product (GDP) gradually increased from US$ 10.6 billion in 2002 to about $12.3 billion in 2010 however GDP growth remains weak. The disaster hazard bears down upon North Korea every year, and its hindrance North Korea to feed its people In terms of agricultural damaged by Flood and landslides. Foreign aid sometime inadequate to feed its people, it’s compel the government getting into debt with some developed countries such as South Korea, Under the deal, the North is required to pay back a total of $875.32 million by 2037, Its include food loan since 2000.

Foreign aid has been significant issues in the country of North Korea, on improving public health, sanitation and infrastructure to help the North Korea upgrade its ability to cope with natural disasters. In addition to fight hunger and malnutrition in young children, and provide sufficient food post-disaster. Then why Humanitarian Aid is the key position to attain this objective. Foreign Aid come from China and South Korea, such as Rice and Corn, but then even this aid declining the number of famine, the inhabitants in rural area a shortage of essential medicine, moreover the medicine post-disaster. It’s become one of the reasons why escalation of mortality significantly increases in North Korea.

The Government of North Korea believes the aim of Global Partnership at refocusing the countries receiving aid towards development by offering lower debt ratios and irrevocable debt relief, and to provide affordable essential drugs in developing countries through cooperation with pharmaceutical companies, it’s in line with the goal E of World Trade Organization (WTO); providing access to affordable medicines in developing countries. Because many government are incapable to provide this service to their people and, thus the international community should work towards strengthening the capacities of certain countries in the key area of public health.

The Government of North Korea believes this summit is vital to enhancing the global partnership by ensuring proportional Aid towards developing countries, moreover the country who struck down by natural disaster every year. The global partnerships through essential medicine also put significant role for declining the number of mortality in terms of malnutrition and disease post-disaster. So in the end it is attaining the goal of United Nation Development Program (UNDP), in point 8 of Millennium Development Goals (MDGs).
